Carmen Salinas Lozano, better known only as Carmen Salinas in the entertainment world of acting, was born on October 5, 1937 in Torreón, Coahuila, Mexico. It is considered that the beginnings of her artistic career occurred when she made her television debut back in 1964 under the orders of director Ernesto Alonso in titles such as: La frontera, La vecindad, Sublime redención and El chauffeur. .

In 2015, the PRI placed Carmen Salinas on its proportional representation list for the election of the fourth electoral region , which earned her a seat in the Chamber of Deputies of the LXIII Legislature of the Mexican Congress; Salinas is a member of the Gender Equality, Radio and Television, and Health Commissions. Salinas, who only completed elementary school, had the lowest educational level of all the deputies in the legislature.

During her stay as deputy Carmen Salinas proposed different initiatives for the supposed benefit of the people, although for many they seemed quite absurd things, some of her proposals were to add the birth of Tin Tan to the official ephemeris and she proposed an initiative so that journalists have access to social security and get paid overtime.
