McGraw was born on September 1, 1950, in Vinita, Oklahoma, to parents Joseph J. McGraw Jr. and his wife, Anne Geraldine (Jerry). When he was a child, his family moved because his father wanted to become a psychologist for life. He grew up in the North Texas oil fields with two older sisters, Deana and Donna, and younger sister Brenda.

McGraw completed high school at Shawnee Mission North High School in Overland Park, Kansas. In 1968, he received a football scholarship from the University of Tulsa, where he played middle linebacker under coach Glenn Dobbs. He later transferred to Midwest State University in Wichita Falls, Texas after Coach Dobbs retired. From college, he graduated in 1975 with a BA in psychology.
