Joe was born on January 5, 1967 as Joseph Dunnigan III in Los Angeles, California, United States. He was born to his mother Nancy who remarried business executive John Flanigan at birth after leaving his biological father. This is how he adopted his surname as Flanigan. When he was six, his family moved to a small ranch near Reno, Nevada.
