Connecticut’s 4th congressional district, Himes was born on July 5, 1966, in Lima, Peru. He is the son of James R. Himes who worked as director of the UNICEF Innocenti Center. While his mother, Judith A. Himes, worked as the Director of Board Activities for the New Jersey Board of Higher Education in Trenton. His parents divorced when he was a child after he moved to Pennington, New Jersey with his mother and two sisters.

Regarding his education, he completed his basic education at Hopewell Valley Central High School. He then attended Harvard University as an undergraduate with a Bachelor of Arts in 1988. During this time, he became the captain of the lightweight crew. After that, he studied for a degree in Latin American Studies as a Rhodes Scholar at St Edmund Hall, Oxford, and graduated with a Masters of Philosophy in 1990.
