Tagawa began his acting career in 1985 at age 36 as an action figure in “Big Trouble In Little China.” He had small roles in the Fred Olen Ray B movie Army Response, as a supporting villain opposite Mako Iwamatsu. He shot to fame after landing the role of Chang, a loyal eunuch to Emperor Puyi, in the Oscar-winning film. The Last Emperor .

In 1989, he was cast as an undercover agent for the Hong Kong Narcotics Board in the James Bond film License to Kill . Later, in 1991, he starred opposite Dolph Lundgren and Brandon Lee in the action film Showdown in Little Tokyo . He was cast in the lead role alongside James Hong and Jeff Speakman the same year in the film The Perfect .

He portrayed the role of Satoshi Takeda in Vengeance , a powerful CEO in Japan and a former mentor to Emily Thorne in her quest for revenge. In season 2, Tagawa replaced the role of Hiroyuki Sanada. In the movie 47 Ronin, Tagawa also portrays the role of shogun Tokugawa Tsunayoshi.
