Early age and education

Ratner was born in Ohio, Cleveland on June 20, 1950. He grew up with his two brothers; Bruce Ratner, who is now a developer based in New York, and Michael Ratner, who was a human rights lawyer.

Ratner went to Goddard College in Cleveland and then completed his Master of Education from Havard University.
